A public relations officer, in the UAE sense, is the person who deals with immigration, the labour ministry and the various government portals on a company's behalf. Every entity needs the function whether or not it employs someone in the role: visas expire, establishment cards renew, labour contracts need filing, and every one of those is a portal transaction with its own timing.
The employment visa sequence is fixed — entry permit, status change or entry on the permit, medical fitness test, Emirates ID biometrics, then visa stamping and the labour card. Each step has a validity window, and missing one usually means restarting from the step before it rather than continuing.
Visa quota is tied to your licence and your registered premises. A company that hires ahead of its quota discovers the constraint at the worst moment, when a candidate has already resigned elsewhere.

Worth knowing first
Where this goes wrong
Attestation from India takes longer than the visa does
Degree certificates, marriage certificates and birth certificates used in the UAE need attestation through the issuing state, MEA and the UAE embassy, then MOFA in the UAE. Started late, it delays a joining date by weeks. Start it before the visa file opens.
Overstay fines accrue per day and per person
A residence visa that lapses starts a daily penalty, and it applies to dependants separately. Renewals are predictable dates; missing them is an avoidable cost that compounds quietly.
Quota is set by premises, not ambition
The number of visas a licence supports follows the registered office. Hiring plans that outrun the space need a larger tenancy first, and that has its own lead time.
Medical fitness results can stop a file
The medical test screens for specific communicable diseases and a failed result ends the application. It is rare, but it is worth knowing that it sits in the middle of the sequence rather than at the end.
