Qatar charges no personal income tax on salaries. As in the rest of the Gulf, that puts an Indian citizen with meaningful Indian income inside the deemed residency provision, which turns on not being liable to tax anywhere else rather than on how long you stayed away.
For businesses Qatar runs two regimes side by side. Onshore companies fall under the General Tax Authority with corporate tax on foreign-owned profit and withholding on payments abroad. The Qatar Financial Centre operates its own tax and regulatory framework with its own rates and its own filings. Which one a business sits in changes almost every answer.
Indian companies invoicing Qatari clients meet withholding at source on service and royalty payments, which is creditable under the treaty if it is documented at the time rather than reconstructed later.

Who holds which licence
Tax Station — India
Anything under the Income-tax Act, FEMA or the Companies Act. Your Indian return, treaty relief, remittance certificates, and an Indian company if you need one. Our work, our fee, published on each service page.
Anything filed in the Qatar
Your Qatar return, and anything filed with the authorities there, needs an adviser licensed in the Qatar. We do not hold that licence and will not pretend to. What we will do is make sure the Indian position we take fits the one they take, and speak to them directly where the two have to line up.
We say this up front because it decides who is answerable if something goes wrong. One point of contact, two firms, and you should know which is which before you engage either.

What catches people in the Qatar
Deemed residency applies here too
A Qatari salary is taxed nowhere. An Indian citizen with Indian income above the threshold and no tax liability elsewhere can be treated as an Indian resident on that basis alone, regardless of days spent in India.
Onshore and QFC are not interchangeable
Rates, filing obligations and even the regulator differ between the two. Advice given for one regime applied to an entity in the other is simply wrong, and the licence decides which applies.
Withholding on payments to India
Service fees, royalties and interest paid out of Qatar are withheld at source. Claimed under the treaty with proper certificates it is creditable in India; absorbed silently it is a permanent cost.
Residency certificates for individuals
Treaty relief in India needs evidence of Qatari tax residence. Individuals with no local tax file have to obtain it through the authority rather than assume a visa proves it.
Indian income keeps its own filing obligation
Rent from a flat in India, interest on an NRO account and gains on Indian shares are Indian income and are assessed in India whatever Qatar does or does not charge.
